Then you’ve come to the right place! I’ve done the math and identified the highest ranked city destinations with the lowest cost of living. So get ready to have your cake and eat it too, as we go through the best budget city destinations on the planet.
1. The Analysis
Let’s start with the nerdy part – in this section I’ll go over the approach I took to identify the best low-cost cities to visit, which resources fed the data, and what the early take aways are.
Top 100 City Destinations by Rank and Non-Rent Cost of Living
- The World’s Top City Destinations
- Euromonitor published its Top 100 City Destinations Index in December 2024. You can purchase the report for yourself, or check out this Forbes article from February 2025.
- The index ranks the 100 best cities in the world to visit, by measuring 55 different metrics across 6 pillars.
- They assessed economic & business performance, tourism performance & infrastructure, policy & attractiveness, health & safety, and sustainability.
- A Low Cost of Living
- The website Numbeo crowdsources data on everyday living costs to determine a cost of living index value for each city, where New York City is 100.
- That means a meal in a city with a cost of living index value of 50 will cost half of what a meal would cost in New York City (index value 100).
- The site looks at over 50 metrics including the average cost of a meal for 2 at a midrange restaurant, the price of 1L of milk, the normal tariff for a taxi, the price of a pair of jeans etc.
- Outcomes
- I used the non-rent cost of living index as an apples-to-apples comparison between daily costs in each of the top 100 cities from the Euromonitor study.
- Looking at the graph, the bottom left green quadrant is what interests us – 18 cities ranked in the top 50 urban destinations with below average non-rent living costs.
- The 51-100 top ranked city destinations are still fantastic places to visit, so the bottom right orange quadrant is also viable if you want to expand the list.
- No cities in Oceania or Africa made the list ☹️
2. The Results
- The Winners
- The cheapest top city destination was Sao Paulo, Brazil, while the top ranked budget city was Madrid, Spain.
- Regionally, the cheapest cities are in The Americas (2 cities) and South East Asia (4 cities), while the highest ranked budget cities were in Europe (7 cities).
- Asia Pacific (5 cities) also featured among the cheapest top ranked destinations to visit.
- Multi-city Travel
- It’s noteworthy that 3 of the cities are in Thailand, 3 are in Japan, and 2 are in Spain.
- This makes these 3 countries ideal for multi-city getaways on a budget.

This region is known for its natural wonders and the cultural heritage of its cities. The Americas offer unique attractions such as ancient ruins, lively festivals, beautiful beaches, and wildlife encounters.

7. Disclaimers
In the spirit of transparency, here are a few disclaimers and technical limitations I encountered while preparing this study. Feel free to comment if you have any thoughts to share, and email me directly if you have any questions!
- All cost of living index data must be taken with a grain of salt, as it may include metrics that are more or less relevant to touristic spending.
- I considered other metrics, including the Economist’s Big Mac Index, and the OECD’s Purchase Power Parity (PPP) data.
- Ultimately I settled on Numbeo’s COL index data as it captured real-time cost of living expenses and allowed for easier comparisons across various metrics. In my view there is scope to refine this in future studies.
- Certain cities from the top 100 list don’t explicitly appear in Numbeo’s cost of living index.
- For these, I approximated the index value for each missing city by comparing % relative COL to known cities, and reverse engineered the corresponding index value.
- I then validated the results by comparing the estimated index value to a city with a similar value, and cross-checked crowdsourced metrics to look for similarities.
- Cities affected: Osaka, Japan; Florence, Italy; Kyoto, Japan; Venice, Italy; Copenhagen, Denmark; Nice, France; Palma de Mallorca, Spain; Sapporo, Japan; Busan, South Korea; Macau, China; Cancún, Mexico; Heraklion, Greece; Johor Bahru, Malaysia; Medina, Saudi Arabia; Denpasar, Indonesia.
- Some cities just don’t have enough crowdsourced data in Numbeo for a reliable % relative COL comparable to other cities.
- In those cases, I used the relative cost of “Meal for 2 People, Mid-range Restaurant, Three-course” as the next most reliable comparable.
- Cities affected: Fukuoka, Japan; Rhodes, Greece; Mecca, Saudi Arabia; Punta Cana, Dominican Republic.
- Marne-La-Vallée, France is the only city among the top 100 city destinations with no data on Numbeo whatsoever.
- I used desktop research on domestic French cost of living data to compare Marne-La-Vallée to Paris and estimated the COL index value from there. Less than ideal.
